20 public services will be available on eGov.kz with no digital signature

Public services optimization with a view to avoiding citizens’ physical presence was discussed today at the meeting chaired by Prime Minister Bakhytzhan Sagintayev. Attendees at the meeting were also: Minister of Information and Communications Dauren Abayev and the other government agencies’ executives.

Minister of Information and Communications Dauren Abayev informed that in 2018-2020, as part of the Digital Kazakhstan Program, the proactive public service delivery mode will be implemented on a large scale: “for private sector entities and third persons, the mechanism for query for obtaining personal data from a citizen via egov portal will be implemented. Since July 1, 20 public services will be accessible on the egov portal, which will be possible to obtain without digital signature”.

Currently, the works are in progress to formalize in legislation such format of service delivery. It is worth mentioning that on the egov portal, the following notifications are already active: expiry of ID document; posing encumbrance on a real estate; imposing an administrative fine; altering the position in waiting list for kindergarten. Furthermore, in April this year, a new service was launched on egov portal, namely, obtainment of abstract/certificate using a one-time SMS password, without digital signature. To get a one-time password, a citizen may get registered in the mGov mobile citizens database on the egov portal.
