AI & Digital Bridge 2026: eGov 3.0 Development and the Future of Public Services Discussed in Astana
A panel session titled “eGov 3.0” was held as part of the AI & Digital Bridge 2026 international forum. The discussion focused on the development of digital government, public digital services, and the use of artificial intelligence in public administration.
The panel session was opened by Rostislav Konyashkin, First Vice-Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan. The discussion also featured Shynggys Orazalimov, Acting Chairman of the Board of National Information Technologies JSC; Richard Kirby, an expert in digital government and digital transformation; Sandro Tsirekidze, Chairman of Georgia’s Digital Governance Agency; and Dauren Rakhimzhanov, Managing Director of the Digital Initiatives Directorate at the Eurasian Development Bank. The session was moderated by Yersultan Yermanov, CEO and co-founder of TrustExam.ai.
The participants discussed what the next generation of digital public services should look like and how artificial intelligence, data, and modern technology solutions can transform the way citizens and businesses interact with the state.
The central theme of the discussion was the eGov 3.0 concept - a shift from simply providing public services online to creating more proactive, interconnected, and user-centric services. According to First Vice-Minister Rostislav Konyashkin, the development of eGov 3.0 is not only about updating the user interface, but above all about fundamentally changing the approach to designing and delivering public services.
“The new eGov 3.0 is, in essence, a complete rebuild of the platform on the new QazTech technology stack rather than a simple redesign of the portal. The new architecture makes the system more productive and resilient and, most importantly, enables new services to be deployed faster. QazTech is the technological foundation of the digital state, bringing together infrastructure, security, development tools, and ready-to-use components. This will allow public services to be created much faster and according to unified standards”, said Rostislav Konyashkin.
Artificial intelligence was given particular attention as one of the key elements of the new approach. AI technologies make it possible to move from a model in which users search for the service they need themselves to digital support that guides them through every stage of obtaining the desired result. Shynggys Orazalimov, Acting Chairman of the Board of National Information Technologies JSC, noted that this principle is already being implemented in eGov Mobile through the eGov GPT service.
“Kazakhstan has made significant progress in developing eGov 3.0. We are closely following how the system is evolving and consider Kazakhstan’s experience highly valuable. We are particularly impressed by the approach to using artificial intelligence to simplify the way citizens access government services. We would like to study this experience in greater depth and explore the potential for applying it in Georgia”, said Sandro Tsirekidze, Chairman of Georgia’s Digital Governance Agency (LEPL Digital Governance Agency).
As of today, 55 public services are available through eGov GPT, and more than 455 000 people have already used the platform.
The next stage in the development of digital services also involves a similar approach for entrepreneurs. A unified digital environment - eGov Business - has now been created for entrepreneurs and businesses, bringing together the necessary public services, digital services, and government support measures.
Around 44 000 entrepreneurs use the eGov Business application every month. The service currently provides access to more than 40 public services and licences for small and medium-sized businesses, as well as company data and corporate documents. Through the application, users have signed more than 410 000 documents using QR codes and issued around 28 000 digital signatures (DS) through biometric identification, without visiting a Public Service Centre.
"We are moving towards a model where entrepreneurs can handle their key business needs within a single application. In particular, we are developing digital incorporation documents: an LLP charter will be able to be created, signed and subsequently amended online, with the full version history retained. We are also working with FinTech providers to enable bank cards to be issued directly through the application", said Shynggys Orazalimov.
A separate area of development will be the integration of artificial intelligence directly into eGov Business. The multi-agent eGov GPT platform will allow an entrepreneur to formulate a request in free form, after which the system will identify the required service and help prepare the application.
The session also explored international approaches to the development of digital government, the use of data and artificial intelligence, the evolution of GovTech, and opportunities for scaling digital solutions.
“In my view, Kazakhstan is one of the world’s leaders in technological development today. The country is actively introducing artificial intelligence technologies at the government level and consistently integrating them into the work of government agencies. Kazakhstan’s strong focus on developing the younger generation deserves particular recognition. Creating opportunities for young people in such promising fields as artificial intelligence, digital technologies, and innovation is of tremendous importance for the country’s future. I look at Kazakhstan’s prospects with great optimism. The modern world is becoming increasingly interconnected, and Kazakhstan occupies a highly significant place on the global technology map”, said Richard Kirby, international expert in digital government and digital transformation.
Overall, the development of eGov 3.0 involves a shift from the traditional model, in which users search for and complete public services independently, to proactive digital support, where public services adapt to the needs of each individual user.
The participants also placed strong emphasis on user experience. The next stage of digitalization will see technologies operating increasingly in a proactive mode, allowing public services to anticipate user needs, bring the necessary processes together, and deliver services with minimal action required on the user’s part.
Holding this discussion at AI & Digital Bridge 2026 brought together public-sector, technology, and international expertise to discuss the further development of digital government and public services.
For National Information Technologies JSC, the development of eGov 3.0 is one of the key areas in the continued advancement of Kazakhstan’s digital government.
AI & Digital Bridge 2026 is being held on October 1-3 at the EXPO International Exhibition Center in Astana and is the flagship international event of AI MONTH. The Forum is taking place as part of Kazakhstan’s Year of Digitalization and Artificial Intelligence.
