Akim of Atyrau region discussed the prospects of digitalizing regional management with the executives of NIT JSC
During the working meeting, Bolat Akchulakov, the Akim of the Atyrau region, reviewed the capabilities of the Smart Data Ukimet and Social Wallet platforms. He also discussed promising areas of the digitalization of public administration in the region.
The event was attended by the Chairman of the Board of National Information Technologies JSC, Daulet Bekmanov, and the CEO of QazTech Ltd, Emirkhan Aliyev.
Daulet Bekmanov presented the capabilities of the Smart Data Ukimet platform to the Akim of the region. The platform combines data from various information systems to provide a single analytical overview of five areas: legal entities in the region, social issues, petroleum product monitoring, the Taza Kazakhstan initiative, and population migration. The tool enables real-time assessment of the situation in the field, thereby improving the quality of management decisions.
During the discussion, the Akim outlined several areas that he considers to be priorities for further developing the region's digital infrastructure.
The first step is to create a single digital space for residents. According to Bolat Akchulakov, it would be best to combine citizens' appeals services in a single mobile application integrated with the Smart Data Ukimet platform. This would enable incoming appeals to be automatically recognized by the system, correlated with a specific infrastructure facility and responsible contractor, and displayed in real time on the analytical dashboard.
"This approach has already been shown to be effective in the digitalization of oil fields, where the rapid detection of downtime has enabled a quick response and reduced losses. A similar principle should be applied to the management of urban infrastructure", the Akim of the region said.
In turn, Daulet Bekmanov, Chairman of the Board of National Information Technologies JSC, emphasized that modern digital platforms enable us to transition from merely responding to problems to proactively predicting and preventing them.
"Our task is not only to collect data, but also to transform it into a tool that can be used to inform managerial decision-making. The faster and more accurately the management understands the situation, the more effectively it can respond to the needs of citizens and businesses", said Daulet Bekmanov.
The next step is to create a unified situation centre. The Akim proposed consolidating data from multiple sources, including citizen appeals, infrastructure status, and other information systems, into a single operational environment so that every incoming request is immediately accompanied by comprehensive information about the relevant asset, enabling prompt and well-informed decision-making by responsible officials.
The parties also discussed utility resource management. They reviewed the possibility of integrating modules for monitoring water, electricity, and gas consumption into the platform using smart metering technologies.
Support for businesses was another topic on the agenda. The Akim has instructed the development of digital tools in pilot format to reduce administrative barriers for regional entrepreneurs.
Digitalization of school meals has become another area. The results of introducing personalized nutrition accounting in schools to increase budget spending transparency, and the prospect of extending this practice to pre-schools and other educational organizations, were discussed.
Summing up the meeting, Bolat Akchulakov instructed the parties to prepare an outline of the terms of reference for the initiatives under consideration by August 10, 2026. He also instructed that prompt and effective decisions be made on the issues under consideration, and that government agencies be given full support to implement projects. The Digitalization and Archives Department has been instructed to carry out the relevant work.
