You can sign up for the waiting list to receive a land plot for private housing construction on eGov.kz Portal

Previously, President of the Republic of Kazakhstan Kassym-Jomart Tokayev instructed to introduce a single register of individuals waiting for land plots for private housing construction. The Ministry of Digital Development, Innovations and Aerospace Industry in cooperation with the Ministry of Agriculture of the Republic of Kazakhstan discussed the issue of automating the process of signing up to the waiting list to receive a land plot for private housing construction (PHC), and akimats provided the waiting lists they collected for uploading to the Public Cadastral Map of "Unified State Cadastre of Real Estate" IS.

Earlier, to sign up for the waiting list to receive a land plot for private housing construction, Kazakhstani citizens had to visit akimats to submit an application in paper, which resulted in errors in waiting lists generation. The process of adding to the waiting list took 12 days. Applications have been stored separately for 16 years at districts, cities, regions.

Today, thanks to an elaborate system, Kazakhstani citizens will be able to sign up for the waiting list at eGov.kz, track its status online, as well as update data on previously submitted applications. Thus, the process of obtaining 10 acres will become as transparent as possible, while generation of an application will take only 5 minutes.

"We have digitized the waiting lists provided by akimats and transferred those to eGov.kz. Digitization of the waiting list for a land plot is a huge step forward in the eradication of corruption. Now, each Kazakhstani citizen who has reached the age of 18 will be able to apply for 10 acres online through eGov.kz and keep track of a queue. Another innovation is the capability to apply for land in any region of the country without the need to visit the Akimat" commented Asset Turyssov, Vice Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.

To get the service, you need to sign in on the eGov.kz portal, go to "Real Estate" section, "Land relations" subsection and select the service called "View/sign up for the waiting list to receive a land plot for private housing construction (10 acres)".

Then, you need to select the type of application. There are three types available today:

  • sign up for the waiting list;
  • data update;
  • withdrawal from the waiting list.

If you are signing up for the waiting list for the first time, you need to select the region in which you want to receive it.

If you are sure that you have signed up for the waiting list earlier, but you cannot find information about yourself, then you need to choose the type of application: "Update".

To confirm your status in the waiting list, you need to upload a document confirming its availability (a scan version of the coupon, an application copy, copy of national ID, etc.). You can also track your status in the waiting list on the https://map.gov4c.kz/egkn / website by signing in using a digital signature.

You can withdraw from the waiting list by selecting the type of application "Withdrawal from the waiting list".

A user will not be able to sign up for the waiting list, if he/she has previously received a free-of-charge land from the state, and if there are no vacant territories for private housing construction in the locality. Decisions on the issue of vacant plots will be made by akimats. Pursuant to the Master Plan of settlement, the plots will be issued as the sites are being prepared or if there are vacant territories.

If earlier you have already signed up for the waiting list for a land plot in one region, and you are considering applying for land in another region, then it should be noted that 10 acres are issued free-of-charge once only and in the region where the queue came up. The other applications are canceled.

Previously, to sign up for the waiting list to receive a land plot for private housing construction, Kazakhstani citizens applied to local executive bodies, i.e. akimats. Citizens had to select the lands in their region. The waiting lists were also kept in akimats.

Pursuant to Article 50 of the Land Code of the Republic of Kazakhstan, each Kazakhstani citizen has the right to receive a free-of-charge land plot (10 acres) for private housing construction.
