OUTCOMES OF NIT JSC’s ACTIVITIES IN 2017

In the Central Communications Service, the press conference on outcomes from National Information Technologies JSC’s activities in 2017 and the planned operation for 2018 was held.

The event was attended by NIT Chairman of the Board A.Turyssov, Deputy Chairpersons of the Board A.Sarmanovand B.Fassabek, Managing Director R.Rakhmadi, S.Maer.

NIT JSC is a large company represented in all regions of our country. NIT JSC is the operator of the government Intranet and performs system/technical support to54 information systems of government agencies (including13regional ones), 8 systems in local governments, and also to systems in Citizen Service Centers of “Government for Citizens” Public Corporation.

To date, interoperation among 157 information systemshas been implemented, with over 1200 integrations within those systems. Moreover, the Company maintains 296 web resources of government agencies, and is in charge of secure storage of agencies’ information.

As part of ensuring interoperation of local, departmental, and corporate telecom networks of government agencies, their subordinate organizations, and local governments, as well as of the other informatization entities determined by the authorized body, NIT JSC is also involved in  maintenance of about11 thousand(10982) IP VPN communication channels andover 1.thousand(1783)Internet access channels.

Additionally, the Company provides videoconferencing and webcasts of sessions and meetings of Government of the RoK,  and the Reporting Meetings of CEOs of central and local government agencies with the public. Also, the webcasts of sessions of Parliament Chambers, the Government Hours, briefings and sessions of Prime Minister’s Office, Ministry of Information and Communications and Central Communications Service are enabled.

Speaking about statistics, in 2017, 1128 sessions of videoconferencing and webcast were arranged.

Just to compare:

 

  • 1st  quarter 2017 - 230 sessions;
  • 1st quarter 2018 – 327 sessions, i.e. average need for videoconferencing and webcast services grows annually by 42%.

 

In the period December 2017 to March 2018, 17 incidents were recorded in the government agencies’ web resources (Ministry of Health, Ministry of Information and Communications, Ministry of Investments and Development, Civil Service Agency, National Security Committee, Ministry of National Economy).

Upon achieving the positive results in conducting the comparative workload testing with simultaneously launching the Xenu software, the decision was made to replace the Apache application platform with Nginx.

The comparative workload testing of Apache and Nginx showed 2 times lowering the load on the processor and  RAM.

Front-office activities of NIT JSC is associated with eGov.kz portal, the mGov.kz mobile app thereof,the Open Government portal, and the Integrated Call Center 1414.

According to the statistics, in the past 8 years, the number of eGov.kz users has grown 650 times (while in 2009 there were only 10960 users, today this indicatorexceeds 7 million (7 058 534)). For 7 years and the first quarter of current year, about 200 million (199 623 467) services were rendered to citizens (there are 235 public services on the eGov.kz portal).

E-Gov Payment Gateway which provides citizens with available payment mechanisms and methods, keeps extending its capabilities. In 2017, about 2 million transactions  for the total amount of over KZT 18 billion were made via e-Gov Payment Gateway.

Since March, authorization at the Portal is no longer required for 38 online transactions. It means that citizens can pay national duties and fees without authorization and digital signature, and also replenish credit and deposit accounts in “ZhylStroiSberBank” JSC.

Moreover, the Payment Gateway was updated in terms of interaction with “KazPost” JSC information systems, and it also was connected to 9 second-tier banks (in total, the Payment Gateway is connected to 33 second-tier banks).It is planned to connect 7 banks morein the nearest future.

For citizens’ convenience and to facilitate digital signature application,  NCALayer software was updated on March 31st in terms of installation in “two clicks”.

In addition, the service was implemented that allows sending SMS notifications on the expiration of digital signature. Users will obtain 3 notifications: in 1 month, 1 week and 1 day prior to digital signature expiration.

Today, the issue is considered to extend digital signature validity term to 3 years instead of 1 year.It means thatdigital signature on the protected media (national IDs, KazToken, eToken) will be extended up to 3 years soon.

“Yesterday, the Telegram-Bot (@EgovKzKenesBot) was launched. It enables obtaining 4 most popular services via SMS (abstract of residential address, abstract of an individual’s participation in other legal entities, certificate of no criminal record and statement of ownership/non-ownership of real estate). To use it, a citizen should be registered in mobile database and his/her phone number should be linked to a profile at eGov.kz portal. The extension of the list is planned in the nearest future. Also, the capability is available to save the obtained abstracts to mobile phones and/or send them to e-mail”, Asset Turyssov, Chairman of the Board in NIT JSC, marked.

According to Asset Turyssov, the Company intends to redesign the eGov.kzportal in the nearest future to enhance usability. The current design was developed in 2012 and does not comply with today`s realities.The beta-version of the portal was developed to obtain feedback from users. Soon it will be available for everyone. Users will be able to leave their comments.

The National Certification Authority of the RoK website (pki.gov.kz) will also be reconsidered. 

Under implementation of the National “100 Specific Steps” Program (94th and 96th steps), NIT JSC launched “Open Government” Portal which ensures free and open interaction between Government and citizens, and today, we are maintaining the portal, i.e. the Company is responsible for operation of all five components, which include:

  • 2828 open datasets
  • 25 492 draft laws & regulations;
  • 26 357 budget programs and 7 408 materialson their implementation (audit + financial control);
  • 63 government agencies` budget reports.

Within 5 years, over 221 thousand applications were submitted to “Open Dialogue” section and government agencies replied to 88% those applications.

Since January 2018, under implementation of National Digital Kazakhstan Program, 520 public officers have undergone training to use the portal more effectively.
