The Single Platform of Government Agencies: Over 66 Million Visits, New Levels of Accessibility and Functionality

On July 14, a Demo Day for the «Single Platform of Government Agencies» project took place at Astana Hub. The event focused on promoting the platform to citizens, with special attention dedicated to the «Life Situations» section - a key feature that helps users navigate services, procedures, and actions related to specific life events.

The «Life Situations» feature on Gov.kz is not just an added functionality, it represents a systemic effort to improve the quality of digital interactions between the government and its citizens. Currently, the platform offers 169 resources on topics such as «Lost ID», «University Admission», «Relocation to Another Region» and «Childbirth Allowance». To raise awareness about the platform's capabilities, a large-scale information campaign has been initiated.

The overall development of the platform is ongoing. As of today, the Unified Platform for Government Internet Resources hosts 3,546 websites for government agencies, and the total number of created websites has exceeded 4,000. Since the start of 2024, the platform has received over 66 million visits, with more than 86% of users accessing it from within Kazakhstan. The most visited websites include those of the Civil Service Affairs Agency, the Ministry of Digital Development, the Ministry of Defense, and the Akimat of the city of Astana. Notably, over 60% of visits come from mobile devices, highlighting the convenience and adaptability of the platform's interfaces.

In 2024, the project was migrated to the domestic QazTech technology platform. Simultaneously, key services were enhanced, including the launch of the thematic website Qoldau.gov.kz, a live text broadcasting service for emergency notifications, a module for checking social assistance by personal identification number (PIN), an open anti-corruption portal with a volunteering feature, and integration with the «E-kyzmet» system for job postings. Additionally, all government agencies received unified modules for publishing information on public councils and reports.

The platform has also expanded internationally, it has been adapted for foreign users and presented to the leadership of Tajikistan as part of an allied declaration.

In the first quarter of 2025, a complete redesign of the websites was finalized to ensure accessibility. The platform achieved compliance with national standard ST RK 2191-2023 based on WCAG 2.2, reaching AA level accessibility for individuals with disabilities. Improvements included revisions to heading structures, enhancements to navigation logic, the addition of text descriptions for UI elements and multimedia content, and the implementation of full keyboard navigation support. In May, the platform successfully passed security testing at JSC «STS», receiving five positive evaluations on information security.

Creating a website on this platform now takes no more than 15 minutes and does not require developer involvement. Thanks to a flexible content management system, government bodies can independently update and manage their pages.

By the end of the year, further expansion of the platform's functionality is planned, including the implementation of an automated content monitoring system and the development of new modules based on requests from government agencies and akimats. Additionally, work is underway to integrate the «Life Situations» section into the web structure of all government bodies.

During the Demo Day, participants emphasized that the project has become an important tool for enhancing transparency, digital accessibility, and the overall effectiveness of communication between the government and citizens.
