eGov Mobile has introduced a new service enabling the provision of social assistance to eligible categories of vulnerable citizens

Citizens facing difficult life circumstances can now apply for social assistance through the eGov Mobile application. Previously available exclusively through the eGov.kz portal, the service can now be accessed and applications submitted directly via a smartphone.

Social assistance refers to financial benefits or material support provided by local executive authorities to designated categories of citizens who find themselves in difficult life circumstances. The shift to a mobile format enhances accessibility, making it easier and more convenient for citizens to receive this support. Applications may be submitted at any time and from any location, with the entire process taking only a few minutes to complete.

Social assistance granted under decisions of local representative bodies (maslikhats) is provided to citizens requiring additional support, including individuals with socially significant illnesses, elderly persons unable to care for themselves, individuals without parental care, and low-income families.

"The application submission process is highly automated. When submitting an application, part of the required data is automatically retrieved from government information systems, simplifying the process and reducing the likelihood of errors. As practice has shown, more than 7.000 applications were submitted through the eGov.kz portal in 2025 alonenoted Daulet Bekmanov, Chairman of the Board, NITEC JSC.

To apply for the service, users need to:

  • log in to the eGov Mobile application and go to the "eGov Public Services" – "Special services" section;
  • select the service “Provision of Social Assistance to Specific Categories of Vulnerable Citizens under Decisions of Local Representative Bodies” and complete all the required fields;
  • sign the service using one of the available signing methods;
  • review the notification on the application processing status in the “Service History” section.

The service delivery result is a notification of the approval of social assistance or a reasoned refusal.

Following submission, the application is reviewed by the authorized body. The decision is made based on the family’s income level and other established criteria. The review period is up to eight working days. The service is provided free-of-charge.

The service has been implemented by the Public Services Committee of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, National Information Technologies JSC and the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan.
